Harm Reduction at its core

I remember when I was 15 yrs old (15 yrs ago), I was able to purchase single syringes at Walgreens pharmacy in San Francisco for .50cents each. This was before I realized the rice and bean feed behind safeway was needle exchange. I believe that was true and effective harm reduction. I can never thank them enough, as I know I would have been fine sharing or reusing needles otherwise.

Is the quote correct? That sharing needles would have been fine? Or typo? Can't let this one go by without asking.

I honestly have no idea what “harm reduction” means and the longer I moderate a harm reduction forum the less I understand it.

At a basic level I understand it as recommending they do A (e.g use a fresh needle) instead of do B (e.g. share a needle) if that’s what they would have done.

But when A is still full of harm should I be trying actively to do C (e.g go to rehab) as well?
 
Can you not buy needles at the pharmacies in SF anymore? That was my main source when I was running around out there.
