That being said, i have had luck with bicarb and water. Make it into a paste and with a soft scrubbing cloth apply and scrub scrub scrub
Toothpaste also works too

dish soap, lighter fluid, and mineral spirits are some to test. preferably one at a time.

regular paint or high gloss paint? Cheap or high quality?

Each is different. I've lived in apartment where simply putting water on the wall ruins the pain because it was shit.

As for repainting,do you rent? If so, for how long? I believe some states have laws requiring landlords to repaint every x amount of years.

bicarb and water or bicarb and vinegar, if sticky stuff use oil based stuff veg oil, mayo etc if it is actual shit disinfectant first then depending on wall paper or paint bicarb and vinegar for stains good luck with that
